the airship is the German airship LZ-127 "Graf Zeppelin" which flew over Jerusalem twice: On March 26, 1929 (Orient Flight) and again on April 11, 1931 (Egypt Flight). The first overflight over Jerusalem (Orient Flight 1929) happened at night, the second overflight (Egypt Flight 1931) happened at daylight, so this photo was taken on April 11, 1931. The zeppelin came from Friedrichshafen (Germany) and flew to Cairo first. After a short landing there, the zeppelin started the 11 hours "Palestine round flight" which lead from Cairo via Jerusalem back to Cairo. After a second landing at Cairo, the zeppelin returned back to Germany. No mail was dropped over Jerusalem on that 1931 Palestine Round Flight, although a post office was operating on board the airship during the flight. For further information on zeppelin mail see eZEP.de also recommended for the 1929 zeppelin flight over Jerusalem (Orient Flight) see this book ezep.de/books/orient.html
